In brief: Panic & hormones

You may hart in a calendar when your symptoms show up ( journal) in relationship to our menstrual cycle a d discuss it with your gynecologist.
After ovulation Progesterone is at its maximum so i don't think Progesterone cream in the postovlatory phase is indicated but it may ( the panic attack)well be hormonally triggered.

In brief: Possibly

Panic attacks that occur with your cycle may be related to hormone imbalance.
Progesterone is produced by the ovary after ovulation. Adding more Progesterone by cream may make things better or worse. In the perimenopause time you just have to try things and see how they work. And if may only work for only a few months. Low dose birth control pills can help if you are not a smoker.
