In brief: Jock itch
Could be a fungal infection (tinea cruris or "jock itch").
Most often occurs from excess moisture in a poorly aerated skin area (skin touching skin). Usually can use over the counter antifungal cream in the area for 2 weeks. If the itching or rash worsens or rash does not improve, you need to see a doctor for further evaluation.

Keep groin area dry with talc (NO corn starch!) or powdered anti-fungal spray (Tinactin/Desenex/Cruex). Change underwear if damp. Wash underwear/towels/ washcloths in hot water (with bleach if possible) to prevent re-infection.
