In brief: REMOVE the wax
Impacted cerumen refers to 'ear canals full of wax'.
Severe ear wax build-up is best removed by an ear-nose-throat (e.N.T.) doctor using special instruments (suction and microscope). Removal of wax is the first step to improving hearing. The next step is to treat serous otitis (fluid behind the ear drum) w/antibiotics or just 'watchful waiting'. Close follow-up is necessary to preserve hearing.

In brief: 2 things
Both issues need to be treated.
Have her pediatrician remove the wax (impacted cerumen) and then ask about weekly treatments with carbamide peroxide ear drops (ask a pharmacist) as long as there is no hole in her ear drum (natural or tubes). The chronic serous otitis media is fluid behind the eardrum. Treat underlying allergies if there. Prescription sprays with corticosteroid often help.
