In brief: Yes
Babies don't know the difference between bath water and drinking water. Since bath water is usually not that dirty, a baby taking a couple gulps of it shouldn't run into any problems (especially since it's his own germs in his bathwater).
A toddler could be coordinated enough to drink a larger amount of bath water, in which case his parents would be better off giving him showers instead of baths.

It is not all yak, and there is even one good thing for an infant in doing so.
Infants get enough Fluoride by drinking fluoridated bathwater!

You and i know it isn't wonderful, but babies just see it as water - and fun! i wouldn't encourage it and would gently discourage it.
(remember, the more reaction they get from you, even a negative reaction, the more likely they be to want to repeat the action.) if they aren't sick, haven't pooped or peed in the tub, it probably won't hurt anything except your sensitivities!
