Are "adenoidtis" and "adenoid hypertrophy" treated the same way when antibiotics and naturopathic approach don't work even after a long time.?

In brief: Different

Adenoiditis is infection or inflammation of the adenoids, adenoid hypertrophy is increases size of the adenoids without infection.
Both can lead to nasal obstruction, snoring, obstructive sleep apnea, and recurrent or chronic sinusitis. Nasal steroid sprays work sometimes to shrink them. If that fails, surgery can be very helpful.

By "treated the same way" after a failure, i assume you mean surgery.
Yes, if oral antibiotics have not cleared up the infection, they would need to be surgically removed.
