Pediatric urologists are probably best people to deal with this problem, however many pediatricians, pediatric nephrologists and primary care physicians see children with enuresis.
See an adult urologist if patient is adult. Initial work up for nocturnal enuresis should not require more in way of studies than a urinalysis. Start with restricting all fluids after supper, and wake to toilet late.
