If I have a normal ekg, in what cases would it still be worth going to cardiologist for stress test, etc?

In brief: Symptoms

If you have symptoms of heart disease or a strong family history of heart disease, it may be advisable to have evaluation.

In brief: Abnormal EKG

At 24, it is highly unlikely to have coronary artery disease.
Age-independent ekg issues could include wpw, bundle branch block, early repol.

In brief: If you have symptoms

In people with a very low probability of having significant coronary artery disease (such as someone like you: young, with no family history and no symptoms such as chest pain or shortness of breath), even a positive stress test result is most likely a "false positive" and would lead to needless - possibly invasive - follow-on testing.
As sucn, just doing a stress test in general is not advised.
