Contact dermatitis, such as you would get from using pads that are irritating to your skin could cause this.
So could a yeast infection of your labia. You can try to put some over the counter Hydrocortisone cream or some anti-fungal cream such as monistat on the area and see if either of the 2 helps. Hope that helps!
