Possible. If they are on the back of your upper arm mostly and kind of firm they might be keratosis pilaris. It's a plugged hair follicle filled with keratin which is made by the skin. You can get rid of them by using a mild exfoliating "puff" when you shower followed by some retin a (tretinoin) type cream (prescription) not sure if this is what you mean.
