Melanoma is a serious form of skin cancer killing many every year, however if caught early it is entirely curable.
Sunburn increases & sunscreens (probably) reduce risk. Melanoma can occur anywhere on your skin, even on your foot; it does not need to arise from an existing mole. Given high cure rates if found early, your doctor should look at any suspicious lesion (and if doubt -> dermatologist!).

It can be also found beneath a nail plate, on areas of unexposed skin from the sun such as the plantar aspect of the feet

Melanoma, both pigmented and non-pigmented, can be found on the foot, . Any abnormal skin or nail area should be evaluated by a physician and a scraping or biopsy considered. Melanoma is often fatal if diagnosed in it's later stages.

Melanomas can occur on areas of the body that aren't exposed to sunlight. It's fortunate that this one was discovered in spite of it not being easily seen. I encourage you to direct further questions to your oncologist.

Look for the following in any skin lesion: a- assymetry of the skin lesion b- border changes or bleeding c- color changes, ie: varigation d- diameter changes e- elevation of the lesion any of these changes or just for peace of mind.

15 years ago, the incidence of melanoma was one in 15, 000.
Now it's 1 in 1500! it's one of the deadliest cancers. Given these numbers, any mole, new area of pigmentation, sore that doesn't heal absolutely must be evaluated for melanoma. Dr. Weiss is right!

Any new lesion should be checked out as soon as possible and this is especially true if it is a new lesion on the bottom of the foot. Generally, there are the ABCs (abacavir). Asymmetry, borders and color. If the lesion is asymmetrical, has irregular borders and color variations it makes it more suspicious. A biopsy may be needed.
