My penis is dry and scaly on the head. What could be the cause?

Might be fungal. Should have your dr / urgent care dr examine, as might be fungal infection (like w/athlete's foot) and need antifungal. Cannot say for sure over internet, as could also be overly dry skin or eczematous response, or potentially an std.
