In brief: Yes
Even when done perfectly, a standard hemmorhoidectomy remained one of the most painful surgeries to recover from. There are new techniques that may lessen the pain somewhat such as the use of ligasure.
There is also a new technique called thd which uses a doppler probe to find the source of the problem without an incision and looks to be a promising new technique with minimal post-op discomfort.

In brief: Sometimes
It depends on the type of hemorrhoid and the way that the hemorrhoidectomy is done.
For example, internal hemorrhoids (on the inside of the anus) usually don't have many nerve endings so removal of these are less painful. External ones may be somewhat more painful, but overall there should not be serious pain.
