In brief: Mother Nature

See during fetal life, fetus is packed inside an amniotic fluid filled sac, he has no choice but to drink and pee that fluid out.
Behind this what's the logic is that if his food pipe is blocked he won't be able to swallow the fluid so mother will have too much fluid in sac on other side problem with fetal kidneys don't let him pee so less fluid. His poop he swallows or inhales in distress mostly.
