In brief: Dry skin

It could be dry skin or eczema.
Make sure to keep bath time short and use a mild soap like cetaphil.

In brief: Maybe

This type of rash maybe consistent with numular eczema.
You can try bathing him daily, and applying a good moisturizer, such as cereva, after his bath. In addition, apply Hydrocortisone ointment to those patches.
