Sometimes I get mucocele bubbles on my lower lip, especially after I use the chapstick brand lip balm. What should I do about the bubble? Pop it?

In brief: Mucocele
Is a rupture salivary gland that swells up.
. Usually on the lower lip. Try salt water (1 tablespoon of salt in a cup). Most of them resolve by themsel. If not, see an oral surgeon so they can remove them.

Although the mucocele bubbles will usually resolve on their own, popping them should not be harmful as long as you watch for signs of infection: redness, swelling, pain, pus.
If these occur after using that particular lip balm, i'd consider using a different brand/formulation.
