In brief: Cornea burns

Can severely disable vision.
Typically basic worse than acidic but both chemicals coagulate proteins and induce serious harm when limbal stem deficiency occurs (severe burn).

In brief: Where is the burn?

Speaking from the eye standpoint, chemical burns can be serious.
Acids and bases can burn the tissues of the eye, leading to permanent scarring of the cornea and reduced vision. Bases (certain cleaners usch as drano) are more dangerous and can do more damage. If you get a chemical in the eye, flush it with water immediately and for 15 minutes, then go the the E.R., even if you feel better.
