In brief: There can be

Differences. Flea bites may be clustered into 3 itchy bumps that bleed & blanch (turn white) when you press on them. They tend to be found at skin folds (breast or groin) & folds of joints (ankle, knee, elbow, axilla).
A rash may develop and swelling can occur as well as secondary infection from scratching. A skin biopsy is sometimes needed to make an accurate diagnosis. Bed bug bites may cause no.

or signs in some people. When there is a reaction, it may not show until several days after the bed bug has bitten. It can cause pink, swollen, itchy lesions on the skin. What can be telltale is when there is a linear track of lesions from sequential feedings – but that does not always occur.

In brief: Not really

They are completely different organisms, so they are not the same.
However, clinically, when you look at the marks they make on the skin, they may be similar. Only if you catch one of the bugs while they are biting, and send it to pathology or your dermatologist, will you know for sure. They look different under a microscope. Good luck.
