Workout when you feel like it. Not only will it help you to put more effort into it but also make it more enjoyable. So people workout in the morning because they feel energized afterwards. Some like to work out at night because they have more energy then. Most prefer to eat after (may feel sick if running on a full stomach) or have a small snack before to give you energy.
