Depends on how old you are and how heavy and how long your wear the weights.
Can contribute to injury and arthritis of ankles, knees and hips. Anything that causes you to move with an abnormal gait can cause or aggravate back pain. The positive is that your feet will feel lighter for a few minutes after you take them off. Not worth it from risk benefit stand point as far as a training aid..

In brief: Keep it simple

The purpose would be to try and increase some lower extremity strength.
Just don't overdo it by putting too much weight on as this could lead to an injury. This is one place where the motto "everything in moderation" is good. Too much ankle weight and you can hurt your knee which would not be a good thing.
