In brief: Sure

Hypertension, gender, and age are not contraindications to consuming vitamin c.
The only question I have as to why she'd want to do it. It does not have a proven benefit except for maybe some protective effect when taking in mega doses to prevent colds. But for that purpose, i find neti pot nasal rinses work better for me.
