In brief: Any other problemes.

Pain in the penis is usually not due to the penis.
It more often is due to pelvic muscle spasms due to constipation or bladder hyperactivity. Often giving a child a laxative will improve things. Rarely, the pain may be due to a kidney stone. If he has other problems beside the pain, see his pediatertrion.

In brief: Keep checking

Keep checking for the pain in penis , if recurrent , see pediatrician , could be start of a urinary tract infection , if he says occurs while peeing.

In brief: Penis pain & fever

This is very unusual and i would highly recommend contacting your child's pediatrician.
This is not a typical combination and may represent an entirely different process such as urinary tract infection.
