Could where a person lives cause them to have seizures if they are epileptic?

Seizures . No, there is no relation between epilepsy and the location where patient lives.
Sleep . If you have epilepsy and where you live causes loss of sleep (noisy, etc.) it may increase chances of a seizure. It won't give you epilepsy, but sleep deprivation can make it worse if you already have epilepsy. Otherwise, not obvious environmental triggers are likely.
