I have had 2 c sections 28 years ago and a tummy tuck 7 years ago. The scar for the tummy tuck has opened. Approximately 1 CM , minimal bleeding. ?

Scars typically don't open up after 7 years.
That being said a suture granuloma could explain this. You should be seen and examined by your plastic surgeon if that is possible. If you have changed areas use the asaps or asps websites to locate a board certified plastic surgeon in your area.

If you can't get to your plastic surgeon right away, see your doctor or an urgent care as you might have a small infection known as an abscess.

It is very unusual for a wound to open up 7 years later unless there are permanent sutures or non-resorbable materials such as hernia mesh that were used at the initial surgery.
Occasionally these may become infected and drains to the surface. See your surgeon to discuss treatment.
