In brief: Exercise

This is a question that has no correct answer from a medical point of view.
Just moving, keeping your heart rate up for at least 20 to 30 minutes means you are getting good exercise.

In brief: Both but...

Both exercises create quite an impact on your knees, legs, back, etc.
Both are fine and can be incorporated into a running program as long as you don't overdue the training. Don't jump right into stairs. Run first and run up and down some hills, then start stairs.
