In brief: No
Stem cells are a very exciting area of research, but need to be stimulated to replicate particular cell types.
Penis consists of numerous cell types, skin cells, urethelial (lining of urethra), erectile tissue and fascia.Presently urethelial cells can and are grown & used in penile reconstruction.Other penile cell types have not yet been grown.Scrotum can be moved back if you had partial penectomy.

In brief: Not yet
Science is not there yet.
Researchers are working on the technology but it's still a long way off especially when multiple tissues are involved. Sorry.

A penile prosthesis may be your best bet.
