True panic attacks are very scary, and often make the person feel like "they are going to die".
The symptoms of shortness of breath, chest pain/pressure, palpitations and so on are also associated with some potentially serious problems. It is best to see someone to do a thorough history and exam to be sure nothing else is going on especially for the first attack or so.
