While throat cancer could be what's going on based on symptoms and risk factors, age alone would argue against it.
Usually with mouth cancers, thre is a mass or distinct lump that can be seen and felt.

Both HPV and smoking (anything) increases risk of oral /throat cancer. Unusual, however, at age 18.
As problem seems to be chronic, lasting more than 2 weeks, very important to be evaluated. If it is cancer, early detection and treatment is imperative. Please see an Oral & Maxillofacial Surgeon or an ENT for diagnostic evaluation.
