In brief: Maybe infection

Try massaging the area to see if you can release the clogged part.
Sometimes a warm compress helps. Clean your nipple and if you see any dried milk gently pull it off- this clears the way for the higher milk to come down ands hopefully release the clogged area. If you have a fever see your dr- you may be developing mastitis.
