People who live in a nursing home have very little control over their environment, e.
g. Medication, meals, showers, outings, etc are all done on schedule where the resident has little say. To get back a sense of control, the resident might try to take control over any aspect of the environment, e.g. Refusing meds, showers, etc. Therefore, being on resident committee might be very empowering.
