To "convert" fat to muscle, a person has to do 2 things.
The first is weight training. Make the training interesting to avoid boredom. The second is eating fewer calories than one uses in a day. If he eats more calories than he uses, he will still store the extra calories as fat. Avoid fats & sugars. Eating fewer calories than needed (not exercising) will cause weight loss without gaining muscle.

Eating a well balanced diet is essential. In order to lose weight, you must burn off more calories than what you take in through food. If you don't want to gain muscle try lifting lighter weights and do lots of running and cardio exercises.
