In brief: Similar to "OSA"

Uars is repeated arousals from deeper stages of sleep that occur when your upper airway collapses during sleep (its natural for some collapse to occur in everyone). Its a problem when the collapse causes a reduction in airflow, which your brain "sees" then wakes you up to open your airway. Its probably a less severe but similar form of sleep disorder than osa.
