Penile lesions or bumps can mean a variety of things including cancer or just benign gland inflammation.
If its something new, then get it checked by your doctor asap. If its something that you have had all your life, then most likely it's not cancerous. Skin lesions are always best diagnosed with visual exam and biopsy if uncertain.
