Time to see a doctor. It is not normal to have a stuffy nose all the time. Many people get allergies, colds, sinus infections, etc., but not "all the time". A primary care doctor or an ENT (otolaryngologist) can evaluate to see what the problem is, and start some treatment. Some people have a deviated septum. Other people may have non-allergic rhinitis, where they seem to have nasal allergies but are negative on tests.
