In brief: Floss too
Brush and floss as often as you want -- and run the floss along your tongue too.
This usually does the trick unless there's some other problem.

In brief: Likely after, but
Don't know what studies comparing brushing before vs after breakfast, correlation of bacterial count or plaque buildup or long term dental health.
But, i, like most people, brush when first get up and before bedtime (rid raunchy of all day/all night odor). Till then, regularly use soft brush, side brush gum to enamel, up/down behind front 4, brush tongue (important). Is there dentist in the house?

In brief: After is better.
Brushing after breakfast will remove the breakfast food particles from around the teeth and gums.
Brushing before breakfast will not accomplish this and so is not as effective in fighting cavities.
