In brief: Women yes men no

Some women experienc a bladder contraction when when they achieve orgasm.
Hence advice to empty bladder before sex. However some couples find this exciting and obviously need to make appropriate arrangements to keep the matress or floor dry. Men do not urinate with orgasm. It might be possible for some men to urinate during sex although anatomically and physiologically should be impossible.

In brief: Yes but not advised.

Both sex and bladder emptying are controlled by your sympathetic and parasympathetic nervous systems.
That would make it difficult to do both at the same time. Mechanically, the urethra is located in front of the vagina and so it is possible to do. However, because of the relational aspects and the bed-cleaning aspects afterward, i would not advise trying.
