Whenever I am slightly anemic I have darker skin areas around the corners of my mouth, on the bottom side. Is this normal and what does it indicate?

In brief: Not normal

Being anemic is not normal.
There is insufficient information to provide an explanation for the pigmentation. However anemia may be an indication of nutritional deficiency, occult blood loss, including that due to colon cancer. You should consult a physician to address both issues.
