In brief: Urethritis
In men who have never been sexually active, irritant urethritis from garments, personal care products, or other factors can be involved.
If you have ever had sex, chlamydia or particularly gonorrhea is a concern. There is also a risk that a UTI could be present, though these are much more rare in men. Urinalysis at your pcp can help sort this out.

In brief: Urethritis?
This may be related to urethritis from common bacteria, virus, chemical such as soap, or idiopathic (inflammation due to unknown cause).
This can also be due to a stricture (scar in the urine channel) at the end of the urethra. Examination by your general physician or urologist can help decide how best to help you.
