In brief: Keratosis pilaris

Your daughter could have a skin condition called keratosis pilaris(kp).
This is a common condition with rough patches and small red acne like bumps on the arms, thighs, or buttocks. The cause is keratin buildup and can be associated with genetic disease like atopic dermatitis which is a form of eczema. This condition usually resolves by 30. Exfoliants are the treatment of choice.

In brief: Visit your doc

It sounds like eczema in which case those topical steroids should help.
If not i would go back. It could also be a fungal infection or other types of dermatitis.
