In brief: Multiple Causes
There are many reasons for kids to get itchy skin.
Most common is simply dry skin which can be worsened by cold weather and dehydration. Another cause is contact dermatitis, an allergy to things like poison ivy. If there is a rash and nasal congestion whole body allergies might be suspected. This could be from a reaction to foods and molds.Begin by using a moisturizer regularly. Can help a lot.

Consider using a mild hypoallergenic soap during bath, and a skin moisturizer 2-3 times a day.

Or a soap free cleanser like Cetaphil for bath. Good moisturizers include eucerin calming cream, lubriderm, cetaphil, and vanicream.

In brief: Many causes
If your child has itchy skin and no rashes, it may just be dry skin, a common occurrence during the winter months.
Try applying thick moisturizer twice a day such as eucerin calming cream, lubriderm, cetaphil, or vanicream. If you child still complains of itching or has a rash consult your child's doctor.

In brief: Itchy skin
This isn't a complete question, but there are very many causes of itchy skin in children, with the most common reason being dry skin.
If dry skin is the cause, try a hypoallergenic adult moisturizer such as neutrogena, eucerin, lubriderm, cetaphil or aquaphor
