In brief: Different skin
The skin inside your vagina has a different epithelium that does not have keratin, whereas the skin on the outside is different with pigment.
It's the expression of different subcomponents of your skin layer with pigmentation determine the appearance of your skin.

The "lips" have cell that can color and darken (melanocytes). The inside of the vagina lacks these cells (among other things) and remains normally pink. The color is determine by genetics and exposure to sunlight.
