In brief: Not necessarily.

Both of those issues can be well- controlled with medication.
Is there any suspicion of a learning disorder which would require accommodation?

In brief: Individual

I assume you meant special accommodations in a school setting.
Accommodations are very individual & are meant to allow students with disabilities to have equal access to education. The problems with OCD & tourette's are certainly complex, often requiring unique educational approaches, including civility & social acceptance. This is a must do conversation to have with your doctor.
