Had a biopsy on scar on arm. Came back foreign material, no skin cancer. Was originally cut by a tree limp. Could it be a piece of limb from tree?

In brief: Possibly

Most foreign bodies are slowly eliminated and extruded by your own healing process, but a retained fragment is still possible if it became walled off.
Have a surgeon carefully examine the area to determine whether it's worthwhile to look deeper into the scar for retained foreign objects.
