I have really itchy eyelids but the optometrist has said that my actual eye is not infected although my lids are inflamed. Is this blepharitis?

It could be blepharitis if not conjunctivitis.
Sometimes it can be early stage of developing stye. Keep your eyes clean by using water and a drop of baby shampoo. Put warm wet compresses. If it does not help then consult a physician.
