In brief: Blepharitis?

You could have a bacterial crust on your eyelashes which is commonly itchy and makes your eye red.
This can be helped with washing gently around your eyelashes with baby shampoo and warm compresses a couple of times a day. If this does not improve please see an ophthalmologist.
