Hi I would like to know if any GP can prescribe PEP treatment and if I can get the pills over the counter (At Dischem or Clicks)?

In brief: Yes and no

If you are referring to PrEP (Pre-Exposure Prophylaxis), a combination product sold as Truvada (tenofovir and emtricitabine) to prevent HIV-1 infection in people at high risk, any physician can prescribe it.
Its not sold over the counter so a prescription is required and you need to have a negative HIV test before you start. Beware! It wont prevent syphilis, herpes, gonorrhea, or any other STD.
