In brief: Dacryocystitis

If the tear duct is red, irritated, painful, and have some discharge, could be a canaliculitis or dacryocystitis.
Any eye discharge should be checked out for ocular infection or inflammation.

In brief: May be infection

This may be a sign of a foreign body irritating the eye or may be a viral / bacterial infection.
You may safely use artifical tears but if the condition is worsening or you are experiencing increased pain you should call or see your doctor.
