I have congestion, runny nose, sore throat, post nasal drip and a good bit of sneezing, I have no fever. And no other symptoms. Is this a cold or flu?

In brief: Allergies?

I’d think allergic rhinitis, as by your description you don’t sound infected.
The sore throat is curious, but with an infection there’d be fever, chills, sweats, achiness, weakness and fatigue, generally speaking. But get evaluated locally by a doctor to be safe. The flu season this year is horrible.
