Was doing some cardio work outs yesterday for the first time in a while and my heart rate went up to 200 beats a min. Is this normal or dangerous?

Deconditioned peole can have rapid pulses with excercise.
Depending on ones age the heart rate max is 220- the age. So for a 20 year old this can be normal. The heart rate with exercise should improve with persisten excercise as vagal tone improves. One should stopnexcercise if dizzy, lightheaded, chest pain or excessive difficulty breathing and see a doctor to be sure.

They used to teach that the best measure of conditioning was neither resting nor maximum HR but the rapidity with which one's HR normalizes after intense exercise. Don't know if that's the current wisdom.
