If I have hemorrhoids, and my partner and I have vaginal intercourse, can he potentially get an infection from that? He is having painful urination and it's been 5 days sense we engaged in the activity, both of us have tested clean of STI's

In brief: Shouldn't matter

Your hemorrhoids should have no effect on his problem. They are physical growths due to dilated veins, not an infection.
Vaginal intercourse would not place him at risk from your hemorrhoids. However, if you have picked up a STD like chlamydia or gonorrhea they can easily give his such symptoms.
