After Cataract surgery on Nov. 29th my eye still tears is this normal? I have Type 2 Diabetes and Graves Disease and am 68 years old.

In brief: Tearing is normal

Cataract surgery can make dry eye worse, as can Grave's disease.
The drier colder air of winter can also worsen dry eye. It would not be unusual for your eye to still tear. Use lubricating eye drops at least four times a day. However, there is still a small chance that you have some mild post-op inflammation
